Hello Fred,

The information I have is based on a mix of public and classified information that I was exposed to during my service in Israel and Europe and, since I*m not sure what information is still classified, please do not mention my name as a source if you decide to use the information bellow.

As you know, the Eastern European communist block of countries, in addition to Arab countries, were safe havens for both Carlos and Wadi. Ceausescu and his regime in Romania together with ex-Yugoslavia, East Germany and Hungary were all protecting the Palestinian organizations and Carlos.

Part of the information I have was also obtained from General Pacepa, who was Ceausescu*s chief of foreign intelligence service and also from German archives.

On Wadi Haddad: contrary to Aharon Klein and other publications on *behalf of* Mossad officers, the killing of Haddad by Mossad with poisoned chocolate is just a nice fiction story. Haddad was indeed on the Mossad assassination list and a *Red Page* order was given on his name along with other names such as Kamal Adwan, Hussein Abad Al-Chir, Mohammed Boudia, Abu Daud and others.

However, he died from Leukemia that he suffered for a long time. The version of Mossad*s assassination played good for all the parties, presenting Wadi as a hero and Mossad as an assassins organization that the terrorists should be afraid of. Wadi*s death also cleared the way for Carlos to approach the Middle Eastern leaders and offer his services to them.

Please keep in mind that Wadi was an Orthodox Christian and not a Muslim Palestinian. It is really hard to claim that he fought for the Palestinian cause. He was recruited by the Russians while still being in Amman, Jordan where he ran a clinic together with George Habash. Wadi used the Palestinian cause to form a Marxist-Leninist terrorist arm that never served the Palestinian cause. He was *removed* from the Mossad*s assassination list per the Russians request. The Russians paid the Israelis a high price for this request.

On Carlos: There are few reasons why the Israeli*s never targeted Carlos the Jackal. One of the reasons is that he was never a threat to the Israeli national security or the *head* of any anti-Israelis mission that he was accounted for. Many operations were blamed on him because people didn't now who had committed them. Carlos was addicted to alcohol and was drunk most of the day, hanging out and not hiding from anyone. Mossad considered him a non-threat and dismissed him as not worthy of their attention even though they knew where he was living.

His locations were under surveillance and known at all times by the French, Germans, Americans, Israelis and other Easter European countries. Most of his *career* he was an *insider* for vary intel agencies. As you well know he became an official spy for the Eastern Germany regime in 1979. Since he was just a gangster, had no religion, and fighting for the Palestinian cause was a good cover for him, he sold the information he collected on Arab countries also to Western intel agencies for good money.

The reason the French and the Americans decided to arrest him in 94 is to protect him. A coalition of Arab intel agencies led by the Iraqis were on their way to assassin him on his way from Syria to Czechoslovakia where he planned to go to retrieve funds. The plan was to attack him in Budapest were he owned few safe homes.

With Carlos protected in jail, the Israelis were asked by their allies to go after Carlos* right hand, Bruno Breguet. The Israelis knew Bruno very well since 1970 when he was arrested in Israel by Mossad as a member of the *People*s Front* for carrying illegal explosives. He was then convicted to 15 years in prison but was released before the term agreeing to collaborate with the Israelis. He disappeared in November 95 when he sailed from Switzerland to Italy.

Please feel free to contact me for any other additional information you consider valuable.

I*ll send you shortly information on encryption software.

Best regards,

David

Hello David,

Sorry for the delay in response, I'm to the point where I can no longer keep up w/the volume of email and phone calls I receive.

My research question centers on Wadi Haddad, formerly of the PFLP. I've seen reports in various books that he was poisoned by means of chocolates by the MOSSAD. Is that true? Secondly, why didn't the MOSSAD target Carlos the Jackal for elimination?

Thank you,
Fred

Fred, I trust all is well.

I finally took a brake to follow up with you on few topics that we discussed during our meeting.

We agreed that you will send me information on the research that you would like me to help you with for your new book.

Also, I attached here the contact information for the decision maker on partnerships with vendors at the Joint Task Force North: LTC Centurion at [email protected], (915) 313-7727.

I spoke with Greg Yavner, the CEO and President of Texas-Israel Chamber of Commerce, about you and we would like to offer you to join our Homeland Security and Defense committee where my partner Dan Cofall is the chairman. The chamber is a great business hub and could be a great source of business for Stratfor too.

I*ll also send you more info on our company in the next days. Jay and Laurie said hello.

Have a great weekend.

David
